1. INTRODUCTION

ASE has been awarded a General Services Administration (GSA) Multiple Schedule Award (MSA) Contract.  This ASE Contract for Professional Engineering Services (PES) is detailed in Section 3. Under the GSA PES schedule, US Government agencies (and any other organization authorized by statute or regulation to use GSA as a source of supply) can place orders for Professional Engineering Services.  These orders may be placed without going through the conventional, labor intensive, agency procurement process.

1.1  GSA Federal Supply Schedules

The GSA administers the Federal Supply Schedule (FSS) system.  This system is intended to reduce purchase costs to the US Government by offering favorable prices for purchase by Government agencies and reducing procurement complexity.  The system includes approximately 55 different “Schedules” for purchasing a very wide range of equipment and services.  Each Schedule includes GSA-approved Vendors/Contractors and their respective prices for equipment and/or services covered by that particular Schedule.  GSA has pre-qualified these Vendors / Contractors and negotiated the favorable prices.  On-line access to these schedules is available at www.gsaadvantage.gov.

1.2  Schedule 871 - Professional Engineering Services

Schedule 871 covers Professional Engineering Services for a wide range of work areas and engineering disciplines.

The work areas within Schedule 871 are categorized under Special Item Numbers (SINs) as follows:

  • 871-1: Strategic Planning for Technology Programs/Activities
  • 871-2: Concept Development and Requirements Analysis
  • 871-3: System Design, Engineering, and Integration
  • 871-4: Test and Evaluation
  • 871-5: Integrated Logistics Support
  • 871-6: Acquisition and Life Cycle Management

Four Primary Engineering Disciplines (PEDs) are included under Schedule 871:

  • Chemical Engineering
  • Civil Engineering
  • Electrical Engineering
  • Mechanical Engineering

1.3  How Schedule 871 Works

Professional Engineering Services may be procured under Schedule 871 by any authorized GSA Schedule user, including:

  • Any US Government Agency (NASA, DoD, USAF, USN, EPA, etc.)
  • Cost-Reimbursement Contractors (e.g. Government Support Contractors)
  • Washington, DC; US Congress; Indian Tribes
  • Firefighting Agencies; Law Enforcement (Drug-related)
  • Others Authorized by Statute to use GSA Schedules

The GSA Schedule process follows simplified ordering procedures to minimize costs to the Government and to the GSA Contractor.  In brief, the procedures are:

  • An authorized agency issues a simple RFQ to three or more GSA Contractors from the approved vendor list in the Schedule.
  • The GSA Contractors provide brief proposals using pre-approved rates
  • The agency issues an order to the GSA Contractor offering the Best Value
  • The agency can pay by conventional means or using a Government purchase card

Contractors report quarterly sales under the Schedule to GSA and pay a 1% Funding Fee (included in the pre-approved rates) to pay for administration of the FSS system.

1.4  Types of Orders

Agencies can place two types of orders under Schedule 871:

  • A Task Order defines a single, defined task effort, and can be procured on a Fixed-Price, Labor Hour, or Time and Materials basis.
  • A Blanket Purchase Order (BPA) is a “standing order” for multiple tasks, for which the specific requirements may not yet have been defined.  Individual tasks under a BPA can be procured on a Fixed-Price, Labor Hour, or Time and Materials basis. A BPA can remain in effect for the entire term of the Contract awarded by GSA to the selected GSA Contractor.

The task efforts may include any type of work described by the SINs and PEDs in Paragraph 1.2 above, including outsourcing or privatization of Government services, such as Operating / Maintenance Contracts.  Schedule 871 Contractors may also form Teams to provide services to an agency in response to an RFQ.

2. ASE CAPABILITIES

3. PROFESSIONAL ENGINEERING SERVICES BY ASE

ASE has been awarded Contract GS-23F-0112M under Schedule 871.  The Contract Term is:

  • Base Period: 1 Mar 2002 thru 28 Feb 2007
  • Option Period: 1 Mar 2007 thru 29 Feb 2012

ASE provides Professional Engineering Services under the GSA MSA Contract for the following three Special Item Numbers (SINs).

  • 871-2: Concept Development and Requirements Analysis
  • 871-3: System Design, Engineering, and Integration
  • 871-4: Test and Evaluation

3.1  SIN 871-2: Concept Development and Requirements Analysis

This SIN includes:

  • Abstract or concept studies and analysis
  • Requirements definition
  • Preliminary planning
  • Evaluation of alternative technical approaches and associated costs

Typical associated services provided by ASE include:

  • On-site aerodynamic studies
  • Conceptual analysis
  • Specification writing

3.2  SIN 871-3: System Design, Engineering and Integration

This SIN includes:

  • Translation of a concept into preliminary and/or detailed design (engineering plans and specifications);
  • Risk identification/analysis/mitigation;
  • Integration of various components to produce a working prototype or model. 

Typical associated services provided by ASE include:

  • Computer-aided design;
  • Design studies and analysis;
  • High level detailed specification preparation;
  • Configuration management;
  • Document control, fabrication, assembly and simulation, and modeling.

3.3  SIN 871-4: Test and Evaluation

This SIN includes:

  • Application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design.

Typical associated services provided by ASE include:

  • Aerodynamic testing of sub-scale models;
  • Independent verification and validation;
  • Simulation and modeling to test the feasibility of a concept. 

ASE provides these services primarily at our ASE FluiDyne Aero Test Laboratory.

4. TYPICAL ORDERING INSTRUCTIONS

The process for agencies to buy services under the GSA PES schedule method is outlined in seven simple steps as follows:

Step 1.
Contact your agency Contracting / Purchasing department for agency-specific              procedures and details.

Step 2.  
The requesting department prepares a simplified Request for Quote (RFQ).             (See generic RFQ form below.)

The RFQ must include:

  1. A statement of work that outlines the work to be performed.
  2. Location of work.
  3. Period of performance.
  4. Deliverable schedule.
  5. Applicable standards.
  6. Acceptance criteria.
  7. Any special requirements (such as travel, special knowledge, special                   experience, special facilities, key personnel, etc.).
  8. Type of order to be placed (Task Order or BPA).
  9. The type of quote being requested (firm-fixed price, labor hour with                   ceiling price, or time-and-materials with ceiling price).
  10. The information the Contractor must submit with the quote.  (In accordance with GSA FSS guidelines, ordering offices should strive to minimize the contractors’ costs associated with responding to requests for quotes for specific orders.  Requests should be tailored to the minimum level necessary for adequate evaluation and selection for order placement.)
  11. The basis the agency will use to determine which GSA Contractor provides Best Value. Best Value can include factors such as the contractor’s capabilities and experience as well as price.

Step 3.
Search the GSA Advantage! web site (www.gsaadvantage.gov). This site has a comprehensive database of all GSA Schedule 871 Contractors.  (Registering on the site is required but is a very quick process.  After registering, agencies have complete access to the database of approved GSA Contractors and their respective equipment and services.)  Use the web site search engine to find Schedule 871 Contractors qualified for your desired work scope.  Pick the appropriate number of qualified GSA Contractors as detailed below.

  • At least one Contractor if Order price < $2,500
  • At least three Contractors if $2,500 < Order price < $ 750,000
  • More than three Contractors if Order price > $ 750,000

Step 4.
Submit the RFQ and list of prospective Schedule 871 Contractors to your Contracting / Purchasing department.

Step 5.
The Contracting / Purchasing department transmits the RFQ to the prospective GSA Contractors.

Step 6.
The requesting department evaluates the quotes and selects the GSA Contractor that provides Best Value as defined by the criteria listed in the RFQ.

Step 7.
Contracting / Purchasing department places the order with provision for payment by check or Government purchase card.
